A new wave of mobilization was not expected in Russia, and the bill on electronic diaries is linked to questions of military registration. This was stated by the Russian President’s press secretary Dmitry Peskov, informed by Interfax.

Peskov was asked during a briefing with reporters whether the Kremlin fears that passing the bill in the context of a military operation will cause panic among the population and a new wave of emigration.

“No, absolutely. Because it’s not related to mobilization, it’s related to military registration,” the spokesperson replied.

He stressed that this point “must be understood and explained”. “Military registration is something that the citizens of our country, according to the Constitution, constantly face, at least once in their lives. Accordingly, the system must keep pace with the requirements of the time,” Peskov said.

The press secretary was reminded that earlier the head of the State Duma Committee on Defense Andrei Kartapolov said that the new procedure will affect not only the conscription, but also other events. “I am President Putin’s press secretary. Regarding other events, President Putin made comprehensive statements,” Peskov said.

The Kremlin representative was also asked whether electronic summons would be sent via the Gosuslugi portal in the event of a second wave of mobilization.

“There is no second wave. As for agendas, work is underway on the bill,” Peskov said.

The Russian President’s press secretary urged everyone to “be patient”. According to him, work is underway at the level of experts, the bill raises questions from citizens, and it is the duty of the “state machine” and deputies to answer them.

“So far, indeed, the questions are many – the e-mailing, how it will be done, on the basis of what. He talks about “state services”, but they are optional, etc. Therefore, there are indeed a lot of nuances here, rightly so,” Peskov said.

However, according to him, “this work is absolutely necessary”. “We need to improve and modernize the military accounting system. We talked about it after encountering problems at the initial stage of the NWO,” the Kremlin spokesman said.

On April 11, the State Duma will consider amendments to the legislation, according to which an electronic register of subpoenas will appear in Russia. The summons is deemed to have served seven days after the date of its posting in this register. Citizens will be prohibited from traveling abroad from the day they receive the summons until they report to the military registration and enlistment office.
